What is E-Rate?
The E-Rate Program - or, more precisely, the Schools and Libraries Universal Service Support Mechanism - provides discounts to assist most schools and libraries in the United States to obtain affordable telecommunications and Internet access. Four service categories are funded: Telecommunications Services, Internet Access, Internal Connections Other Than Basic Maintenance, and Basic Maintenance of Internal Connections. Discounts range from 20% to 90% of the costs of eligible services, depending on the level of poverty and the urban/rural status of the population served. Eligible schools, school districts and libraries may apply individually or as part of a consortium.

The E-Rate Program supports connectivity - the conduit or pipeline for communications using telecommunications services and/or the Internet. The school or library is responsible for providing additional resources such as the end-user equipment (computers, telephones, and the like), software, professional development, and the other elements that are necessary to realize the objectives of that connectivity.  - Source

Entity Numbers/BEN
If you do not have an entity number (also called a Billed Entity Number or BEN), you will need to obtain one. In general, each school and school NIF in a school district and each library outlet/branch and library NIF in a library system must have its own entity number if it will receive discounted services. You can submit a question or contact the Client Service Bureau (CSB) at (888) 203-8100 to obtain entity numbers and to get more information on when they are required. (usac.or/sl 2012)

Schools and libraries must meet statutory definitions to be eligible for Schools and Libraries Program support.
Consortium - ASA
The Alabama Supercomputer Authority (ASA) has participated in the E-rate program as the consortium lead and billed entity of the AREN consortium since January 1, 1998. ASA has in each succeeding E-rate year continually assisted more Alabama schools/school systems and libraries/library systems in applying for and receiving E-rate discounts for Internet services through the AREN consortium. Through the AREN consortium, eligible schools/school systems and libraries/library systems are included as a group, and ASA is considered the consortium lead and billed entity and will make certifications on behalf of the member schools/school systems and libraries/library systems.

The Eligible Services List, commonly known as the ESL, is a list created with public comment and final approval by the Federal Communications Commission.  The list should provide guidance as to what services and products are eligible for E-Rate discounts and in which category and Priority they fit.
ALSDE Official NSLP Data
Data reported and confirmed by each individual Local Education Agency (LEA) or School System for eligibility of participation in the National School Lunch Program for each individual school located in the LEA.  This data reflect the 20th Day after Labor day submission to the ALSDE by the LEA.
